Training programmes for Installers (Program izobrazbe)

Four Rulebooks on RES installers are transposing Art. 14 and Annex IV of the Directive 2009/28/EC of the EP and the Council of 2009 on the promotion of the use of energy from renewable sources into national law. Their common purpose is the establishment of a comprehensive certification system and training programme for installers of renewable energy systems, namely solar heating systems, small-scale biomass boilers and stoves, photovoltaic systems and geothermal systems and heat pumps. Among other aspects, they entail precise criteria for certificates and the content and manner of conducting a training programme. 

The first addendum (Prilog 1) of each Rulebook contains details on the content, which is to be taught in the trainings. Every training consists of a theoretical and a practical part lasting 20 hours each and the group size must not exceed 10 persons. The theoretical part covers e.g. basic knowledge on biomass, solar and geothermal power, the commercial utilisation and the legal framework of RES installations, problems of the construction and maintenance of RES installations and work safety. The practical training focuses on the actual construction of different types of RES installations. If the training was completed with the successful passing of an examination, the RES installer will obtain a certificate and be recorded in a register of certified RES installers. The certification is valid for 5 years and can be renewed in a similar refresher course. Certified installers from other EU member states can also get acknowledged through a special procedure, which is set out in the rulebooks.

The Ministry maintains a registry of conductors of trainings and of installers, who were certified in Croatia. Updated register extracts can be found on the Ministry's website.

Addressees

Individual persons with a qualification in the field of electro-engineering, at least 3 years of practical professional experience with the installation of RES plants and a medical certification of the capacity to work on higher altitudes.
