Purpose

This Law establishes general rules governing the energy sector in the Republic of Kosovo. It partially transposes relevant EU legislation in the energy field including the Directive 2009/72/EC on common rules for the

internal market in electricity, the Regulation 714/2009/EC on conditions for access to the network for cross-border exchanges in electricity, and Directive 2009/28/EC concerning the promotion of energy use from renewable energy sources.

Relevance for renewable energy

The Law recognises renewable energy sources as one of the main goals of energy policy and defines responsibilities of different actors in designing and implementing support measures for renewable energy promotion. It also regulates and guarantees the priority dispatch of electricity from renewable energy sources. Furthermore, the Law specifically calls the Ministry to establish a One Stop Shop for renewable energy projects.
