Subsidy II (combined with loan- “Energy Saving at Home II”)

The Programme “Energy Saving at Home II” aims at improving the energy performance of residential buildings through the provision of interest-free loans and subsidies for the installation of RES plants and energy-saving measures. The total budget of the programme is € 292.43 million. The programme will be open until the funds are exhausted. 

Eligible technologies

Eligible measures are the installation of an RES-H plant or the replacement of an existing conventional plant with an RES-H plant (ch. 3 par. 3 “Energy Saving at Home II” Programme Implementation Guide).

Amount

Programme “Exoikonomo kat’oikon” offers interest- free loans and subsidies for the installation of RES-H plants. The percentage funded by a subsidy or an interest-free loan depends on the personal or family income of the applicant. The Programme will cover 100% of the loan interest (ch. 4 “Energy Saving at Home II” Programme Implementation Guide). The maximum budget for each project depends on the technology type (ch. 3 “Energy Saving at Home II” Programme Implementation Guide). The loan has a duration of 4, 5 or 6 years (ch. 4 par. 2 “Energy Saving at Home II” Programme Implementation Guide).

Addressees

The addressees of the programme are the owners of blocks of flats and detached houses. The owners of individual flats /houses should:

 

  • Use the flat/house as main residence
  • Should be legally built
  • The energy certificate of the building should be lower than or equal to class D
  • Should not be characterised as “demolished” (ch. 2 par 1.2 “Energy Saving at Home II” Programme Implementation Guide).

There are special provisions with regard to a block of flats as well as other categories

Procedure

Process flow

  • The interested applicant/ project consultant submits the application • An initial control of the submitted data is conducted.
  •  The interested applicant/ project consultant submits the results of the first energy inspection along with other necessary documents
  • The interested applicant/ project consultant is informed of the eligible budget, the percentage and amount of the subsidy, the maximum eligible cost of the interventions, of the project consultant, any studies and the 2 energy inspections. The amount of the grant is committed to the submission of the application for a period of 130 days from the date of the start of the loan agreement
  •  The interested applicant, if it wishes to obtain a loan, selects the Financial Institution that wishes to carry out a credit rating audit.
  • The interested applicant submits a declaration of acceptance of its participation in the program (and its terms) electronically to the information system within two (2) months from the publication of the submission decision.
  • Supplier data is entered into the system
  • Realisation of interventions
  • Second energy inspection
  • The beneficiary shall be informed by the information system on the final total eligible budget and the amount of own funds to be paid to the suppliers / contractors if the sum of the costs submitted exceeds the final total eligible budget and / or the ceilings programme costs.
  • E.T.E.A.N. S.A shall inform the banking institution in order to pay the grant and the disbursement of the entire loan, as the case may be, for the payment of the documents costs (contractors / suppliers etc) and the payment to the beneficiary of the amount corresponding to the expense documents.

Distribution of costs

State

European Union

The Programme is co-financed by the EU's Regional Development Fund, which provides 85% of the programme budget (ch. 1 par. 3 “Energy Saving at Home II” Programme Implementation Guide).
