Grid development

The grid operator has the obligation to expand his grid according to general criteria specified by legislation (art. 8-16 RD 1955/2000). Furthermore, the grid operator is obliged to reinforce the grid, if this is deemed necessary for connecting a plant (Art. 32.2, 44, 45 RD 1955/2000).

Entitled party. A plant operator is entitled to an expansion (Art. 32.2, 44, 45 RD 1955/2000).

Obligated party. The contracts concluded with the plant operators may oblige the grid operator to expand his grid. As far as the grid operator's general obligation to expand the grid is concerned, he shall elaborate a grid development plan in cooperation with the Ministry of Economy every four years. The plan shall take into account the number of existing and new plants and the opinions of various stakeholders (art. 11 RD 1955/2000).

Procedure

Distribution of costs

Consumers	Consumers cover part of the costs via the grid access fees.
Grid operator	The costs of a general expansion of the grid are borne by the grid operator (Art. 16 L 24/2013) and in turn covered by the access fees paid by consumers and producers.
Plant operator	If the expansion is to the benefit of the plant operator only, he shall bear the costs of the expansion (Art. 32.2, 44, 45 RD 1955/2000). General grid costs are partially covered by grid access fees.
Distribution mechanism	The costs of a general grid expansion are firstly borne by the grid operator and later passed on to consumers and producers via the access fees (Art. 15-16 L 54/1997)
