Subsidy III (Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings)

The measure aims at improving energy efficiency, reducing greenhouse gas emissions, reducing energy supply and building maintenance costs, or promoting the use of renewable energy through investments in public buildings. 

The project should be completed by the 31st of December 2020 the latest (§4(2) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).

Eligible technologies

The following activities are supported by this measure:

  • the cost of upgrading ventilation systems, if this results from the need to ensure an adequate indoor climate or if the heat recovery of ventilation systems will result in a reduction in greenhouse gas emissions;
  • the cost of changing and replacing the boundary, bearing and stiffening structures of the building, if necessary for the installation of energy-efficient engineering systems, for the use of renewable energy or for the installation of insulation;
  • the cost of upgrading heating systems, heat supply and heating water systems;
  • the cost of insulation, and upgrading of doors and windows;
  • the cost of solar protection solutions (§5(3) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).
The support is available for works in buildings where child day care services for at least 40 children are provided (§3(2) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).

Amount

The amount of the subsidy is 40%-70% of the projects’ costs (§6(1) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).

Addressees

Applications may be submitted by a local government unit or an entity dependent on a local government that has been a member of the local government unit for three consecutive years prior and is a member on the same year of the submission of the application for three consecutive years (§7(1) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings). The population of the local municipality must be at least 5,000 people as of 1 October 2016 (§7(2) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).

Procedure

Process flow

  • The call for proposals is announced by the responsible Minister. Information about the application is published no later than 90 calendar days before the deadline for submission of applications in at least one national daily newspaper and on the website of KIK (§10(4) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).
  • KIK will make a proposal on signing the financing agreement within 90 calendar days from the due date of submission of the application. The beneficiary will conclude a project finance agreement within 30 calendar days after the receipt of the project financing contract with KIK. The deadline can be extended by agreement of the parties (§14(1); (4) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).

Projects that are supported under this measure should not be started before the date of signing the subsidy contract. the project must be completed by 31 December 2020 (§4(2) Investment eligibility conditions for the promotion of energy efficiency and renewable energy use in child day care buildings).
