The grid operator is obligated to develop the grid so as to guarantee the connection to the grid and the continuous provision of services to all the consumers in its district (§ 14 par. 1,2,3 District Heating Act). It is the competence of local authorities to determine the exact development requirements and grid expansion obligations for heat producers (§ 5 par. 6 District Heating Act).
