Subsidy II (Operational Programme Environment 2014-2020 – OP ŽP)

The Operational Programme “Environment” allocates investment grants from the European Regional Development Fund (ERDF). Renewable energy projects are eligible under Priority Axis 5 “Energy Savings”, namely Investment Priority 1 “Supporting the Transition to a Low Carbon Economy in All Sectors by Promoting Energy Efficiency, Smart Energy Management Systems and the Use of Renewable Energy in Public Infrastructures, Including Public Buildings and Housing”.

Eligible technologies

Under the Specific Objective 5.1, the installation of photovoltaic systems is eligible for support (2.4.3.2.1 OP ŽP).

Solar energy

Rooftop and façade installations are eligible.

Amount

The Operational Programme Environment grants subsidies up to the total project's eligible expenditures (Annex No. 4 MŽP Directive No. 6/2014). Under the Specific Objective 5.1, only individual projects (except large projects) are eligible for support (2.4.3.2.4 OP ŽP). Further terms and conditions will be set out in each call for applications.

Addressees

Eligible party: Those eligible for the programme are public institutions (owners of public buildings) such as municipalities, regions, public research institutions, contributory organisations, universities, schools or associations (2.4.3.2.1 OP ŽP). The whole of the Czech Republic belongs to the target area of the programme.

Obligated party: The party obligated is the Ministry of the Environment (Art. 1 No. 1 MŽP Directive No. 6/2014).

Procedure

Process flow

  • Application. Interested parties shall apply for subsidies at the local authority in charge of the national fund (depending on the area the project is implemented in) within the submission period (Act. 5 No. 2 in conjunction with Art. 5 No. 4 MŽP Directive No. 6/2014). The documents described in Annex No. 1 of the Directive must be submitted together with the application (Art. 5 No. 3 MŽP Directive No. 6/2014).
  • Assessment procedure. First, the applicants' projects are formally checked for completeness. Then, the State Fund examines them for ecologic, economic and technical compliance and submits them to the committee in charge. The committee then recommends the projects chosen to the Ministry of the Environment for approval (Art. 6 MŽP Directive No. 6/2014). After approval by the Ministry of the Environment, large projects are submitted to the Ministry of Finance for approval and registration before they are sent to the European Commission for approval (Art. 6 No. 10 MŽP Directive No. 6/2014).
  • Award. The Ministry of the Environment bases its decisions on whether to grant a subsidy to a project and which amount to be granted on the recommendation of the committee (Art. 6 No. 6 MŽP Directive No. 6/2014). Large projects must be authorised by the European Commission, which also decides on the amount of subsidy (Art. 3 No. 3 MŽP Directive No. 6/2014).

Distribution of costs

European Union

The subsidy is funded by the Cohesion Fund of the European Union up to the total project's eligible expenditures (2.4.3.2.5 OP ŽP in conjunction with Annex No. 4 MŽP Directive No. 6/2014).

State

The state supports the projects, based on the nature of the applicant, up to 15% of a total eligible costs (Annex No. 4 MŽP Directive No. 6/2014).

Distribution mechanism

  • Cohesion Fund – Ministry of the Environment. The subsidy is funded by the Cohesion Fund of the European Union. The budget is managed by the Ministry of the Environment.
  • Ministry of the Environment – eligible beneficiaries. The Ministry of the Environment allocates the financial resources available to the projects chosen (Art. 2 MŽP Directive No. 6/2014).
