Subsidy II (Investment subsidy for PV on buildings)

In addition to the feed-in tariff, an investment subsidy of max, 30% of the investment costs, meaning that up to 250 € per kWp is granted for PV installations on buildings. The feed-in tariff amounts up to 7.91 €ct/kWh (§ 6 para. 1 ÖSET-VO 2018). Since 2017, also investment grants for battery storage systems are available.

• The installation’s capacity shall be not more than 500 kWp or a maximum expansion by 500 kWp for existing installations

For PV installations on buildings, the investment subsidy amounts to max. 30% of the investment costs but no more than 250 € per kW. The feed-in tariff amounts up to 7.91 €ct/kWh (§ 6 para. 1 ÖSET-VO 2018).

Addressees

Entitled party. The persons entitled to the tariff are the operators of photovoltaic installations on buildings (§ 7 para. 1 ÖSG 2012).

Distribution of costs

The costs of the subsidy scheme are borne by the consumers (§§ 47 and 48 ÖSG 2012).

Distribution mechanism

• Consumer – grid operator. The grid operators charge all users (large-scale consumers, private households) a fixed rate (Ökostrompauschale), which differs according to the level of consumption, on top of the grid use fee (§ 45 para. 1 ÖSG 2012). Furthermore, the Minister for Digital and Economic Affairs issues a decree for an additional compensatory fee annually (§ 48 para. 1-2 ÖSG 2012). The support fee shall be shown separately on the electricity bills.

• Grid operator – Clearing and Settlement Agency. The grid operator shall transfer the income from the support fee to the Clearing and Settlement Agency every three months (§ 47 para. 1 ÖSG 2012).

The fixed support fee (‘Ökostrompauschale’) is redefined by the Minister for Digital and Economic Affairs every three years (§ 45 para. 2 ÖSG 2012). The regulation on fixed charges for electricity from renewable energy sources sets out the fixed fee for 2018-2020 as follows:

• For users connected to voltage levels 1 to 3: € 90,287

• For users connected to voltage level 4: € 90,287

• For users connected to voltage level 5: € 13,414

• For users connected to voltage level 6: € 825

• For users connected to voltage level 7: € 28

The additional compensatory fee for the support of renewable electricity is defined within the compensatory charge regulation 2018 (Ökostromförderbeitragsverordnung). The amount set compensates 24.6% of the overall network loss and grid usage charges (§ 1 compensatory charge regulation 2017).
