Summary of support schemes

Feed-in tariff. For installations registered until end of 2012, the most important means of promotion is a feed-in tariff. The feed-in tariff consisted of two elements: a guaranteed payment rate and an amount calculated by a statutorily set formula. For new small production installations, a remuneration regime came into force in 2015. This remuneration regime is based on a bidding model in which producers offer discounts to a reference tariff.  

Technologies

In general, all technologies used in renewable electricity generation are eligible for support.

Statutory provisions

  • DL 225/2007 (Decreto-Lei n.° 225/2007 de 31 de Maio - Decree-Law No. 225/2007 of 31 May), which sets measures related to renewable energies as provided in the National Energy Strategy.
  • DL 215-B/2012 (Decreto-Lei n.° 215-B/2012 de 8 de Outubro - Decree-Law No. 215-B/2012 of 8 October), which promotes a consolidation of the legal regime applicable to large RES-E projects, i.e. the General Regime.
  • DL 35/2013 (Decreto-Lei n.° 35/2013 de 28 de Fevreiro – Decree-Law No. 35/2013 of 28 February).
  • DL 153/2014 (Decreto-Lei n.° 153/2014 de 20 de Outubro - Decree-Law No. 153/2014 of 20 October 2014).
  • Ordinance 14/2015 (Portaria n.° 14/2015 de 23 de Janeiro - Ordinance No. 14/2015 of 23 January), which sets the legal regime applicable to small production (UPP) and self-consumption (UPAC) units.
  • Ordinance 15/2015 (Portaria n.° 15/2015 de 23 de Janeiro - Ordinance No. 15/2015 of 23 January) sets the reference tariff for small production (UPP) and self-consumption (UPAC) units, foreseen in DL 153/2014, as amended.
  • Ordinance 20/2017 (Portaria n.° 20/2017 de 11 de Janeiro - Ordinance No. 20/2017 of 11 January) sets the reference tariff for small production units (UPP) for the year 2017, amended by Ordinance 32/2018 (Portaria n.° 32/2018 de 23 de Janeiro - Ordinance No. 32/2018 of 23 January), which sets the same tariff for the year 2018.
  • Ordinance 246/2018 (Portaria n.° 246/2018 de 3 de Setembro - Ordinance No. 246/2018 of 3 September), which sets an authorization procedure for additional equipment in installing wind farms.
  • Decree-Law 189/1988 (Decreto Lei n.° 189/1988, de 27 de Maio – Decree-Law No. 189/1988 of 27 May), which establishes norms related to the electricity production activities by single or collective people, amended by Decree-Law 339-C/2001 and Decree-Law 33-A/2005.
  • Decree-Law 126/2010 (Decreto Lei n.° 126/2010, de 23 de Novembro – Decree-Law No. 126/2010 of 23 November) establishes the procedure for the implementation of hydropower plants.
  • Decree-Law 132-A/2010 (Decreto Lei n.° 132-A/2010, de 21 de Dezembro – Decree-Law No. 132-A/2010 of 21 December) approves the regime of capacity allocation in the public grid of the energy produced in solar PV installations.
  • Ordinance 1057/2010 (Portaria n.° 1057/2010 de 15 de Outubro - Ordinance No. 1057/2010 of 15 October) sets the coefficient Z for the calculation of the FiT for solar PV projects.
  • Ordinance 865/2009 (Portaria n.° 865/2009 de 13 de Agosto - Ordinance No. 865/2009 of 13 August) sets the coefficient Z for the calculation of the FiT for geothermal projects.
