Subsidy (Energy Efficiency Fund)

The Energy Efficiency Fund (FEE) promotes energy efficiency in buildings sector (energy efficiency improvements in the existing buildings) (Ordinance 26/2011). Between 2017 and 2018, the FEE launched one call for funding for projects targeting energy efficiency improvements in buildings.

In the most recent call for funding (launched in 2017, a total of € 1,550,000 was available for natural persons owning a single house or owning an apartment in a multi-family house and the same amount for legal persons owning a building for services purposes (http://www.pnaee.pt/avisos-fee/aviso-25).

Procedure

Process flow

  • Applications should be submitted to the FEE through the PNAEE website under “FEE applications” (http://www.pnaee.pt/fee/candidaturas), where all the requested documents should be duly completed and submitted (Item 2.2, FEE Rules 02/2017).
  • Applications that meet the conditions of access will be analysed, evaluated and graded by the executive management of the PNAEE, through a merit evaluation. The approval of the applications depends on the score obtained in the merit evaluation. When doing this evaluation, PNAEE can work together with other entities (Item 3.1, FEE Rules 02/2017).
  • PNAEE will take into consideration, when evaluating the applications, the (1) maximization of financed measures, (2) maximization of selected beneficiaries, and (3) the minimization of costs to FEE (Item 3.3, FEE Rules 02/2017).

    Distribution of costs

    State

    The government has assigned a total budget of € 3,100,000 through the Energy Efficiency Fund (FEE) to finance this subsidy scheme in the period between June and November 2018.

    The Energy Efficiency Fund is partially supported by Portugal 2020, which is a programme financed by the EU.
