Connection to the grid

The owner of a licence for operating the grid – hereinafter grid operator – is obliged to connect a power plant to its grid (§ 3-4 par. 1 Energy Act). This obligation also applies if the construction of the new connection requires the development of the grid (§ 3-4 par. 1 Energy Act). The Norwegian Water Resources and Energy Directorate may grant exemptions from this obligation, if the measure is not socially feasible (§ 3-4 par. 2 Energy Act and § 3-4 par. 5 Energy Regulation).
The obliged party is the grid operator, who has a license for grid installations where power generating plant can be connected to most efficiently (§ 3-4 par. 1 Energy Regulation).
Disputes are resolved by the Norwegian Water Resources and Energy Directorate (§ 3-4 par. 1 Energy Regulation).
