Tenders (SDE+ for offshore wind energy)

The underlying idea is to increase the off-shore generation capacity from 1000 MW in 2013 to 4500 MW in 2023. To realise this, five off-shore zones have been designated for which tenders will be opened in due course. Currently, the tenders for Borselle I, II, II, IV & V have been awarded. The Netherlands Enterprise Agency will organise a tender for Dutch Coast Site III and IV (South) in the first quarter of 2018.. The Ministry of Economic Affairs and Climate Policy published a report for the Dutch Coast Site III and IV (700MW) in September 2018. 

To establish the farms a subsidy, permit, site data and connection to the electricity network is provided. The maximum subsidy per kWh is the difference between the tender amount and the basic energy price. With the annual subsidy being the difference between the tender amount and the correction amount.

Eligible technologies and support requirements

Only off-shore wind is eligible, the rest falls under the SDE+ scheme as described above.

Pricing rules

Maximum subsidy per kWh is the difference between the tender amount and the basic energy price. With the annual subsidy being the difference between the tender amount and the correction amount.

Lead time

By 2023 capacity needs to be at 430 MW.

Frequency of tenders

One tender is expected to be opened for the Holland Coast Site (South) during Q1 2019.
