Summary of grid issues

Connection to the grid

Plant operators are contractually entitled against the grid operator, Enemalta plc, to the conclusion of a connection agreement. Plant operators are entitled to connection to the grid after they have obtained a licence from the Regulator for Energy & Water Services (REWS) (Art. 4 SL 545.13).

The following entities do not require a licence:

  • Operators who produces electricity solely for his own use, is not connected in parallel to the distribution system and has installed a total peak generation capacity of less than 1500 kVA;
  • Operators with a total peak generation capacity that is rated up to and including 16 Amps per phase, single-phase or multi-phase, 230/400V AC, and produced solely from renewable energy sources or by cogeneration plants (still, these producers will need to notify the REWS) (1st Schedule SL 545.13).

Use of the grid

Plant operators are entitled against the grid operator to the priority dispatch of electricity from renewable sources.

Grid development

Where grid expansion is required in order to connect new plants, the supply of new capacity is awarded through a tendering procedure.
