Summary of policies

  • Training programmes for Installers: Installers are trained to install renewable energy technologies in the framework of the craftsman training.
  • Certification Programmes for RES installations: Plants have to comply with the technical requirements (certificates) depending on the particular technology in order to be connected to the grid.
  • Exemplary role of public authorities: Public authorities shall take an exemplary role in the promotion of renewable energy.
  • RES-H building obligations: Owners of new buildings and buildings under renovation are obliged in form of a quota to use a particular share of heat and cooling produced from renewable energy (§ 3 par. 1 EEWärmeG). Currently, no regulations exist for the mandatory use of renewable energy in existing buildings on the federal level.
  • Support of RES-H infrastructure: Under the KWKG, the development and construction of heating networks is supported in form of compensation payments. The KfW Programme – Renewable Energy (Premium) gives funding for district heating networks supplied with heat from renewable energy. Another KfW Programme supporting networks and accumulators is the Renewable Energy Standard programme.
