Federation of Bosnia and Herzegovina: Connection to grid

The connection of power plants from renewable energy sources is carried out in accordance with the general provisions on the connection to the transmission or distribution grid (Art. 28 § 1 RES Law FBiH). The connection of new facilities to the grid lies in the responsibility of the Independent System Operator of Bosnia and Herzegovina (NOSBIH), Elektroprivreda Bosne i Hercegovine“ d.d. Sarajevo, „Elektroprivreda Hrvatske zajednice Herceg Bosne“ d.d. Mostar and “Elektroprijenos BiH” (Art. 83 § 4 Electricity Law FBiH).

The plant operator needs to file a request for the issuance of the Conditions of the Connection to the TSO or to obtain an electro-energetic approval by the DSO. If the system user fulfils the special conditions and general requirements (e.g. as foreseen in the Transmission Grid Code), he and the system operator conclude a Connection Contract, which outlines the rights and obligations of the contracting parties and furthermore foresees specific provisions with regards to the particular project.

The costs arising from the connection are completely borne by the system user and are likewise regulated by the general provisions in this area. Moreover, the plant operator is charged with a fee for the connection to the grid, except when it comes to micro-plants.

Procedure

Process flow

The procedure for the connection of a facility to the transmission power grid is mainly governed by the provisions of the Electricity Law FBiH (chapter 17), the Connection Rulebook and the Transmission Grid Code. The connection to the distribution grid is correspondingly regulated in the respective Distribution Grid Code and the Connection Rulebooks for the distribution grids of “Elektroprivreda Bosne i Hercegovine“ d.d. Sarajevo and „Elektroprivreda Hrvatske zajednice Herceg Bosne“ d.d. Mostar. However, electricity producers from renewable energy sources enjoy priority with regard to the connection request process (Art. 20 § 1 RES Law FBiH).

Transmission Grid:

The plant operator needs to file a request on the issuance of Conditions for the Connection to Elektroprijenos BiH in order to be informed about the requested documentation in the particular case (Art. 3 § 2 lit. e and 3 Transmission Grid Connection Rulebook). 

According to Art. 5 Transmission Grid Connection Rulebook the request needs to entail data on:

  • Name of the owner,
  • information on the facility (location, type),
  • point of time of the connection,
  • the yearly power and consumption of the facility, 
  • and other information in accordance with the Grid Code.

The TSO also needs a special elaborate, whose content is defined by NOSBiH, as a basis for the decision on the conditions for the connection (see Art. 10 et seq. Transmission Grid Connection Rulebook). Also a construction permit is needed beforehand (Art. 66 and 68 § 1 Electricity Law FBiH). After receiving the decision, the system user has to inform Elektroprijenos about his acceptance of the conditions (Art. 9).

Distribution Grid:

The plant operator needs to obtain the «electro-energetic approval» by the Distribution Grid Operator (Art. 82 Electricity Law FBiH) in order to conclude the Connection Contract (Art. 4 § 1 Distribution Grid Connection Rulebooks).

Contract on Connection (“Ugovor o Priključku”)

If the applicant fulfils these conditions and general requirements (e.g. as foreseen in the Grid Code), he can conclude a Connection Contract with the system operator, who then carries out the connection (Art. 22 and 23 Transmission Grid Connection Rulebook; Art. 4 Distribution Grid Connection Rulebooks). The content of this contract is described in Art. 23 § 2 Transmission Grid Connection Rulebook resp. Art. 31 § 4 General Electricity Supply Conditions in conjunction with Art. 4 § 2 of the Distribution Grid Connection Rulebooks.

There also exists the possibility of a temporary connection of facilities, which cannot last longer than 24 months (Art. 68 § 3 and 4 Electricity Law FBiH). If the construction takes too long after the conclusion of the preliminary power purchase agreement, the RES Operator can deny the connection (Art. 28 RES Decree FBiH). The timelines for the construction (2-5 years) depend on the technology and are laid down in Art. 30 RES Decree FBiH.

Deadlines

The Bosnian Transmission Grid Operator Elektroprijenos BiH/Електропренос БиХ has to decide on the request on the issuance of the Connection Conditions not later than 90 days after the receipt of the written request (Art. 8 § 1 Transmission Grid Connection Rulebook).

Facilities for the generation of electricity from renewable energy sources are given priority, if the technical conditions permit (Art. 20 RES Law FBiH).

Distribution of costs

Plant operator

The costs for the connection and the procurement of measuring units are borne by the system user (Art. 14 § 1 Transmission Grid Connection Rulebook; Art. 6 Distribution Grid Connection Rulebooks). Furthermore, the power producer is obliged to pay a fee to the TSO/DSO for the connection to the grid (Art. 83 § 1 Electricity Law and Art. 14 Transmission Grid Connection Rulebook).

Also the owner of micro-plants using renewable energy sources bears all the costs for the connection (Art. 27 § 7 RES Law FBiH), but he is exempt from the above-mentioned connection fee (Art. 6 § 6 RES Micro-plants Rulebook).
