Brussels: Subsidy (Primes énergie 2018)

Within the bounds of its available budget, the Brussels-Capital region provides energy subsidies for residential, industrial as well as service sector buildings located in the Brussels region. Moreover, energy subsidies can also apply for renovation works in buildings older than 10 years. The energy subsidies are defined each year and apply from 1 January to 31 December.

The energy subsidies of the Brussels Capital region are allocated according to the income level. Three levels of subsidies are thus possible (6.4 Conditions générales primes énergies 2018):

  • Base income: > € 67,050.72 for singles and > € 82,050.72 for couples
  • Middle income: € 33,525.36 - 67,050.72 for singles and € 48,525.36 - 82,050.72 for couples
  • Low income: < € 33,525.36 for singles and < € 48,525.36 for couples

These income limits are increased by € 5,000 in case the applicant lives with a so-called “dependant”, which is for example an underaged child who depends on him, and if the applicant is under 35 years old. The subsidy is increased by 10 % for residential buildings situated within a Housing and Renovation Development Area (Espace de Développement Renforcé du Logement et de la Rénovation). 

Social real estate agencies, public service real estate agencies as well as the Housing fund of the Brussels region benefit of the subsidies of the low-income category. Industrial as well as service sector buildings benefit from the subsidies of the base income category (6.4 Conditions générales primes énergies 2018).

Eligible technologies

Solar water heaters as well as heat pumps for the production of heat and sanitary hot watercan be supported by the energy subsidies. Moreover, all facilities shall be installed by installers registered in the Belgian Companies Database (Banque Carrefour des Entreprises) (4 Conditions générales primes énergies 2018).  In industrial and service sector buildings, the installation of renewable energy plants for the production of heat through heat pumps can be subsidised up to 25 % of the eligible costs, provided the installation is not eligible for other energy subsidies (Prime énergie 2018 D3).

Aerothermal energy

The installation of aerothermal heat pumps for the production of heat and/or sanitary hot water is eligible under several conditions, including (C, Prime énergie 2018 C4 and 2018 C5):

  • For installations under 50 kWth, the installation shall be performed by an installer holding a RESCERT certification. The list of certified installers can be found on the website of RESCERT: http://www.rescert.be/fr/lists   
  • The performance coefficient of the heat pump shall at least comply with the European standards EN 14511 or EN 16147 
  • For residential buildings, only non-reversible installations are eligible. For buildings of the service sector, reversible heat pumps (e.g. for the production of air conditioning) are also eligible.
  • The heat pump shall be certified by a quality label acknowledged by the Brussels region such as Eurovent or DACH 
  • The heat pump shall cover the heating needs of the building

Geothermal energy

The installation of geothermal heat pumps for the production of heat is eligible under several conditions, including (C, Prime énergie 2018 C4):

  • For installations under 50 kWth, the installation shall be performed by an installer holding a RESCERT certification. The list of certified installers can be found on the website of RESCERT: http://www.rescert.be/fr/lists   
  • The performance coefficient of the heat pump shall at least comply with the European standard EN 14511 
  • For residential buildings, only non-reversible installations are eligible. For buildings of the service sector, reversible heat pumps (e.g. for the production of air conditioning) are also eligible.
  • The heat pump shall be certified by a quality label acknowledged by the Brussels region such as Eurovent or DACH 
  • The heat pump shall cover the heating needs of the building

Solar thermal energy

The installation of solar thermal systems for the exclusive production of sanitary hot water is eligible under certain conditions, including (C, Prime énergie 2018 C7):

  • For installations under 50 kWth, the installation shall be performed by an installer holding a RESCERT certification. The list of certified installers can be found on the website of RESCERT: http://www.rescert.be/fr/lists   
  • The solar collectors shall meet the requirements of the European standard EN 12975 and comply with the requirements of the Solar Keymark label.
  • The solar collectors have to be oriented with a maximum angle of 90° to the East or North (0° being South)
  • The heat meter of the installation shall meet the requirements of the existing European standard 

Hydrothermal energy

The installation of hydrothermal heat pumps for the production of heat is eligible under several conditions, including (C, Prime énergie 2018 C4):

  • For installations under 50 kWth, the installation shall be performed by an installer holding a RESCERT certification. The list of certified installers can be found on the website of RESCERT: http://www.rescert.be/fr/lists   
  • The performance coefficient of the heat pump shall at least comply with the European standard EN 14511 
  • For residential buildings, only non-reversible installations are eligible. For buildings of the service sector, reversible heat pumps (e.g. for the production of air conditioning) are also eligible.
  • The heat pump shall be certified by a quality label acknowledged by the Brussels region such as Eurovent or DACH 
  • The heat pump shall cover the heating needs of the building

Amount

Solar thermal systems for 2017 (B, Prime énergie 2018 C7):

  • Base income: € 2,500 EUR per m² up to 4m² and € 200 per m² above.
  • Middle income: € 3,000 per m² up to 4m² and € 200 per m² above.
  • Low income: € 3,500 per m² up to 4m² and € 200 per m² above.
The amount of the subsidy cannot exceed 50 % of the installation costs.  In residential buildings, the amount of the subsidy is calculated according to the number of flats benefiting of the solar water heater. Aerothermal heat pumps in residential buildings for the production of sanitary hot water (B, Prime énergie 2018 C5):
  • Base income: € 1,400 per dwelling
  • Middle income: € 1,500 per dwelling
  • Low income: € 1,600 per dwelling
The amount of the subsidy for residential buildings cannot exceed 50 % of the installation costs.  Aerothermal, hydrothermal and geothermal heat pumps for heat production in residential buildings for 2016 (B, Prime énergie 2018 C4):
  • Base income: € 4,250 per dwelling
  • Middle income: € 4,500 dwelling
  • Low income: € 4,750 dwelling
The amount of the subsidy for residential buildings cannot exceed 50 % of the installation costs.  For service sector buildings, the subsidy amounts to 25 % of the eligible costs.

For the energy subsidies 2018: The application shall be submitted to the administration within 12 months following the date of the installation invoice (3.1, Conditions generales primes énergies 2018)
